Good question. It has both a yes and no answer.

Yes! - If the non-catholic person is marrying a Catholic person, and agrees to let the children that the union will bring forth to be raised Catholic. If this can be agreed upon, then a dispensation for the marriage has to be granted allowing a baptized Catholic to marry either a baptized non-catholic or a non baptized person. Attepmts should be made though to have the non-catholic party learn and consider the Catholic Faith in all honesty.

No! - If both persons are non-catholic (that doesn't need an explanation I hope?). If the non-catholic person refuses to raise the potential children in the Catholic faith, or if it can be determined that this person has a distaste for the Catholic Faith, since it will call into the question the Catholic person being able to freely pratice and live out their faith without hinderance from the non-catholic spouse. If the dispensation isn't granted, then of course, not possible.

Without anymore specifics, this is about the most basic answer I can give at the time, I hope it is somewhat helpful.
